Why isn't same gender nudity more common?

I recently visited a pool in Russia that allows same sex nudity, and also a nude beach (with no people lol).
I honestly can't see any major downsides of same sex nudity being normalised in society.
Personally, I won't say this is some major life changing revelation for me. I found swimming nude better than swimming with swim shorts, but also the difference is not that large, I just have a weak preference for swimming nude now onwards.
I suspect a lot more people would voluntarily sign up if you had swimming pools and beaches and so on that are gender segregated, with mandated nudity inside. This includes in India.
Heck, I think even a lot of hardcore religious people would be okay with an idea like this. (I will have to research more to be sure.) Even some middle eastern countries have same gender nude hammams for instance.
