Unless your building is made of reinforced concrete or an equally strong material, it is probably vulnerable to drone attack.
Nuclear weapons are in fact stored in such buildings so you probably cannot disable the nuclear capability of any country via drone attack alone.
However, can you just steal nuclear material while it is being transported from place A to B, using a drone swarm attack? Trains and trucks can definitely be intercepted. Aircraft can't be intercepted. Ships probably can be intercepted but I am unsure.
What you will do after stealing it, I am not sure. Transporting it for hundreds of kilometres till it leaves the borders is difficult, because the drones have limited battery life and will get chased down. Alternatively you need a cyclotron and a bunch of other equipment to detonate the material there itself.
The entire attack can be done anonymously, without attribution, if you are competent enough. It can be done remotely by someone living outside the country, if you are competent enough. This is a major motivation for this sort of attack, be it by state or non-state actors.
The exact post applies as is to bioweapons too. Depending on what state the bioweapon is when you steal it, you may or may not be directly release it. You might still require a lab to incubate it and stuff, before releasing it.
Also, bioweapons are often not as heavily defended as nuclear weapons, so they are easier to takeover. Famous example is Wuhan Institute of Virology ofcourse, but you can just go google the list of BSL-4 labs.
