Drone swarms are best used for surprise attacks. They can be smuggled to the outside of any building complex, and the attack can begin from there.
However, once the people operating a building complex know they are under attack, they can shut the doors to a core area built with reinforced concrete. This prevents drone attacks from working any further.
However, if you have already smuggled the drones inside this area in advance, then defence is much harder. A faraday cage does not defeat autonomous drones, and an EMP, even if practical (mostly not), would also fry all the electronics in the building complex.
It sounds easier to smuggle the components of a drone and then assemble them inside, as opposed to smuggle entire drones. This is especially true if the drone swarm is large (hundreds of drones).
Most of the volume of a drone is for the propellers and the frame, and this can be collapsed by a lot, if the frame can be assembled inside. The other components like gyroscope, accelerometers, battery, GPU camera, radio, etc can fit in a smaller volume.
Ideally you'd need one person on the inside to do the assembly. Or, you can manufacture a robot (special purpose) that is capable of doing the assembly itself.
