For example, as of 2026-02, based on many conversations I have had, I think the number one set of people in Bangalore who have familiarity with ASI risk discourse is people who have visited San Francisco. (I don't think Bangalore should be among your list of top cities for attempting this, because Indian govt doesn't have much geopolitical power to stop US govt from racing to ASI, although you can still try it here.)
